Dr. Fred Messing, an independent contractor doing business as Guidestar Associates, offers the skills and experience to support successful captures of any size opportunity, with any Government agency, and across exceptionally broad technical and management domains. As needed, he will function as capture manager, solution director, volume manager, individual contributor (author), reviewer, or consultant. Guidestar Associates' flexible business model provides as much or as little support as you need with no minimum or long term commitments required.  Dr. Messing leads each client engagement and assumes full responsibility for executing the assignment. 


Dr. Messing served as information system executive of organizations with up to 5,000 employees and $1.25 billion annual revenue; technical consultant to Government senior executives at FAA, IRS, NASA, VBA, and USAID; and system engineering director on programs with over 1,000 employees. He has extensive experience in program management, all life cycle phases of enterprise transformation including process analysis and reengineering, technology strategy, infrastructure consolidation, system and enterprise architecture, security architecture, system design and implementation, data center design and management, and system operations including service desk and network management.


Dr. Messing co-led capture teams at large and small businesses for $21 billion of Government contract opportunities. His contributions included capture strategy, technical and management solution, positioning, teaming, basis of estimate, technical and management proposal development and management.


Dr. Messing's contributions to Federal agencies have been recognized with the Federal Computer Week Federal 100 award, National Partnership for Reinventing Government Hammer Award, NASA Astronauts Personal Achievement Award, and NASA Manned Flight Awareness Honoree award.


Dr. Messing has also served as Associate Professor at Carnegie Mellon University, Adjunct Professor at the U.S. Naval Academy in Annapolis and Marymount University, Lecturer at the University of Maryland in College Park, and guest lecturer on rocket science at the Charles E. Smith Jewish Day School, Temple Sinai Nursery School, Milton Gottesman Jewish Day School of the Nation's Capital, Schilit Nursery School, and Clara Barton Center for Children. He has been a guest speaker at conferences and research institutions in the USA, UK, Italy, Germany, and Israel.


Large and small businesses are often challenged to identify qualified available staff to lead or support capture of new Government contracts. Qualified staff may be committed to successfully executing existing contracts. Assigning them to capture teams may risk undermining program success and reducing revenue generation. Captures may require plans or address complex technical topics about which no internal employee has the appropriate knowledge or skills.
